Vinnytsia Regional Center for Social-Psychological Rehabilitation of Children and Young People with Functional Limitations “Obrii” (“Horizon”)

The Municipal Institution “Vinnytsia Regional Centre for Social-Psychological Rehabilitation of Children and Young People with Functional Limitations “Obrii” (“Horizon”) is an institution that provides long-term day-care for children and youth with functional limitations aged 7 to 35 years; the aim of the organization is recovery and support of their physical and mental state, adaptation and integration into the society.

The Center was founded by the Decision of the 15th Session of Vinnytsia Regional Council of the 5th convocation of January 16, 2008 by reorganization of the municipal institution “Vinnytsia Regional Center for Social-Psychological Rehabilitation of Youth with Functional Limitations “Obrii” (“Horizon”). As a legal successor of the reorganized institution it is an object of the common property of the territorial communities of villages, settlements, towns of the region and it is governed by Vinnytsia Regional Council.

In its work the Center follows the Constitution of Ukraine, laws of Ukraine, regulatory documents of the President of Ukraine and the Cabinet of Ministers of Ukraine, decisions of the Regional Council, directions of the Regional State Administration, orders of the Administration for Family, Youth and Sport Affairs of the Regional State Administration, Regional Centre of Social Services for Family, Children and Youth.

The Centre is an unprofitable organization. The centre is supported by the funds from the regional budget via the Administration for Family, Youth and Sport Affairs of Vinnytsia Regional State Administration provided for fulfillment of the programs aimed at solving of the problems of children, women and families (with a separate line) and by other sources unforbidden by the legislation, including sponsor, charitable (humanitarian) sources.

Vinnytsia Regional Center of Social Services for Family, Children and Youth coordinates the work of the Centre, provides organizational and methodological support in its work.

The Center “Obrii” ("Horizon") passed the state registration as a legal entity on September 26, 2006, and began work on October 3, 2006.

The Center is one of the first centers in Ukraine that provides day care for children and youth with functional limitations – the most severe disabilities (cerebral palsy, mental deficiency). At present the Center provides day-care services for 42 disabled people (including 5 people in wheelchairs) and for 16 people (including 5 people in wheelchairs) who are out patients of the Centre.

The main directions of the work of the Center are:

  • providing psychological, social- educational, social and medical, legal and information services for young people with functional limitations and members of their families;
  • creating of favorable conditions for development of natural positive inclinations, creative abilities and self-expression of the children and young people with functional limitations;
  • formation of readiness for self-support and work; entry into the society with their own skills, consciousness of self-respect; normalization of the civil position and bringing up morally healthy generation.

In accordance with the entrusted tasks the Centre:

  • provides development and fulfillment of individual rehabilitation plans of support;
  • involves parents into cooperation during the rehabilitation process, gives them methodological advice;
  • organizes interest clubs, holds competitions, festivals;
  • organizes events for the children and youth staying in the centret, aiming at successful rehabilitation and integration into the society.
  • provides treatment and health improving measures, organizes medical examinations of the clients and if necessary provides emergency aid;
  • if necessary sends people applying to the Centre to other institutions and establishments that can satisfy their requirements;
  • provides 6-hour care;
  • provides one meal a day;
  • transportation services for 25 clients.

The multidisciplinary team of the specialists working in the Center carries out such rehabilitation actions as:

  • psychological and pedagogical diagnostics;
  • psychological and pedagogical correction;
  • psychological and pedagogical patronage;
  • teaching basic household skills;
  • social adaptation;
  • social-household patronage;
  • therapeutic massage;
  • exercise therapy;
  • organization of medical examinations and consultations.

  • stabilization of the emotional state;
  • development games;
  • computer developmental lessons;
  • social-environmental orientation;
  • employment workshops;
  • self-servicing;
  • art therapy;
  • independent (self-supporting) moving;
  • acquisition of skills for the rehabilitation facilities use;
  • motion activity;
  • initial sporting and technical creative work;
  • valeology (teaching of a healthy lifestyle).
